The actual and projected population growth in the Springfield and Ipswich Motorway Corridor led to the need to increase the treatment capacity of the existing Goodna Waste Water Treatment Plant by 200%.

The upgrade project was located on the site of the existing plant with the requirement for the existing plant to remain fully functional until the new plant was fully commissioned. The contract for the delivery of the upgrade project took the form of a negotiated Early Contractor Involvement Design, Construct and Commission Contract with a Guaranteed Maximum Price.

The upgrade delivered the following infrastructure:

  • New inlet works with odour covers and extraction capable of screening 5 x average peak flows
  • 5 stage biological nutrient removal reactor
  • Ultrafine Membrane filtration system
  •  Plant buildings for blower equipment, chemical dosing; methanol and caustic
  •  Upgrade to the plant control room including complete new scada system
  •  Odour removal facility, trickle filter and activated carbon
  • Upgraded sludge processing equipment and building
  • Reconfiguration of an existing reactor, blower room and pipework to create an aerobic sludge digester

 All associated works including services relocations, drainage and roadworks, HV power, and effluent outfall

CPM were engaged to manage and lead the design development from concept, through detailed design to the start of commissioning.

The work included leading:

  • design review of high level conceptual design options
  •  risk assessment and cost benefit analysis
  •  procurement strategy development (Design and D&C)
  •  assistance for business case and cabinet paper preparation
  •  management of design tender process
  •  design management of multiple consultants during detailed design phase
  • HAZOP and Safety in Design workshops

The contract delivery model allowed the client to participate in the selection of major mechanical vendor tenders. This input allowed QUU to ensure the mechanical plant provided the best whole of life and maintenance outcomes.

The project provided a complete ‘turnkey’ solution, including design, procurement, construction, commissioning and handover. QUU realised $34 million in savings, through the team challenging the design, specification and scope of work, and providing value engineering. Improved solutions spanned structural concepts and methods, pipe routes and size, pump sizing, re-use of existing plant and road layouts to minimise the project’s footprint.
